what is the required good height for ground floor of the commercial building of 2000sqft in intermediate commercial area.

I have purchased 8 years old home. want to construct 2nd floor something like left side ( not the final one. Also need to cut current concrete to build stair case). What is best way to build stair case. My last alternative option is to build stair case from our side.
