Covers are given to provide protection against corrosion and fire to the rebars. If less cover is provided, protection against the above will be inadequate. And if more than required is provided then the concrete on the tension side of any structural member, will crack under tension.
Cover is provided to increase the structural integrity and coherence of the concrete in cover region. Concrete covering is provided in every element of the building (Slabs, Beams, Columns Footings) wherever the reinforcement is used.
For a longitudinal reinforcing bar in a column, a concrete cover not less than 40 mm not less than the diameter of such a bar should be provided. In the case of columns of the minimum dimension of 20 cm or under, whose reinforcing bars do not exceed 12 mm, the concrete cover of 25 mm is to be used for reinforcement.

"Prevention is better than cure"
These cracks are mainly due to the expansion of concrete due to rusting of reinforcement inside this can be reduced by proper supervision and by taking prevention measures.
It should be repaired in the beginning stage itself if it is showing hair line cracks of thickness more than 5mm in size.
Repair procedure
1. Remove existing plastering and check the reinforcement.
2. Remove the rust with a wire brush.
3. Apply a protection coat.
4. Replaster using pins and fibre mesh.
5. Give a waterproofing protection above it.
This will give a long life to structure.
